when my kids were little, they never brushed long enough. What we did is made a cd with snippits of songs they liked each only a minute long. Every time they brushed they turned on the cd and brushed while the song played and stopped when the song stopped. It worked great, and since we used several songs, they didn’t get bored with the music either.
